Introduction


Prevail Support & Services Ltd is committed to achieving Net Zero greenhouse gas (GHG) emissions by 2050 at the latest, in line with the UK Government's target under the Climate Change Act 2008 (as amended).

This Carbon Reduction Plan (CRP) demonstrates our environmental management measures and our progress in reducing greenhouse gas emissions arising from our operations, including those in scope of the Public Contracts Regulations 2015 / Procurement Act 2023.

Baseline Emissions Footprint

Baseline emissions are a record of the greenhouse gases produced in the past, prior to the introduction of any reduction strategies. They act as the reference point against which future emissions reduction can be measured.

Methodology note: 

Baseline emissions for the July 2026 baseline year are currently being estimated and calculated in accordance with the principles of the Greenhouse Gas Protocol Corporate Standard, using the most recent UK Government (DEFRA/BEIS) conversion factors. Figures will be finalised and inserted into this Plan once calculation is complete.


  • Electricity and gas utility bills for occupied premises.
  • Vehicle fuel receipts and fuel card records.
  • Business mileage claims for employee‑owned vehicles.
  • Company vehicle mileage logs and odometer records.
  • Procurement records relating to fuel and energy consumption.
  • Staff commuting and business travel records.

As July 2026 is the current baseline year, the most recent reporting period is the baseline period itself. The table below will be updated at the next annual review once a subsequent reporting year’s figures have been calculated.

Emissions Reduction Targets 


Prevail Support & Services Ltd is committed to supporting the UK Government’s target of achieving Net Zero greenhouse gas emissions by 2050. As a newly established organisation, our baseline greenhouse gas emissions for the reporting period ending July 2026 are currently being estimated and will be calculated in accordance with the Greenhouse Gas Protocol Corporate Accounting and Reporting Standard, using the latest UK Government (DEFRA/DESNZ) Greenhouse Gas Conversion Factors.

As the baseline emissions inventory has not yet been finalised, we are unable to state quantified carbon reduction targets or projected emissions reductions at this stage. Once the baseline assessment has been completed, we will establish measurable, evidence‑based emissions reduction targets and publish these within this Carbon Reduction Plan.

These targets will be informed by our operational footprint and will include realistic annual and medium‑term reduction milestones covering Scope 1, Scope 2 and applicable Scope 3 emissions. Progress will be reviewed annually, with performance monitored against the established baseline and reported transparently.

In the meantime, Prevail Support & Services Ltd is implementing a range of carbon reduction initiatives that are expected to reduce emissions over time. These include:

  • Improving energy efficiency
  • Promoting digital and paperless working
  • Reducing unnecessary travel through remote meetings
  • Encouraging sustainable travel options
  • Improving waste reduction and recycling
  • Procuring environmentally responsible goods and services where practicable
  • Increasing staff awareness of environmental sustainability

Upon completion of the baseline emissions calculation, this section will be updated to include:

  • The verified July 2026 baseline emissions (tCO₂e)
  • The projected emissions for future reporting years
  • Percentage reduction targets against the baseline
  • The planned trajectory towards achieving Net Zero emissions by 2050



Carbon Reduction Projects: Completed and Implemented


The following environmental management measures and projects have been completed or implemented by Prevail Support & Services Ltd since the baseline year, contributing to our emissions reduction:

  • Switch to a renewable/green energy supplier for office electricity
  • LED lighting and improved insulation across premises
  • Reduction in business travel through video conferencing / homeworking policy
  • Waste reduction, recycling, and single‑use plastics elimination programme


Carbon Reduction Projects: Planned


As the organisation’s baseline greenhouse gas emissions for July 2026 are currently being established, Prevail Support & Services Ltd is unable to quantify the carbon savings achieved by individual initiatives at this stage. Nevertheless, we have already introduced, or are in the process of implementing, a range of practical environmental measures that will contribute to reducing our operational carbon footprint and support our long‑term commitment to achieving Net Zero emissions.

Our current initiatives include:

  • Improving energy efficiency through LED lighting and energy‑efficient office equipment
  • Promoting digital and paperless working practices to minimise paper consumption
  • Reducing business travel by encouraging virtual meetings and remote working where appropriate
  • Implementing waste reduction and recycling programmes
  • Procuring environmentally responsible products wherever practicable
  • Encouraging staff to use sustainable modes of transport
  • Embedding environmental awareness within staff induction and ongoing training

Once the baseline emissions inventory has been completed, the carbon impact of these initiatives will be quantified and reported within future updates of this Carbon Reduction Plan. Measurable emissions reductions and progress against our established baseline will be monitored annually using recognised greenhouse gas accounting methodologies.


Carbon Reduction Projects: Planned Initiatives 


Prevail Support & Services Ltd is committed to continuously improving its environmental performance and will implement further carbon reduction measures as the organisation grows. Planned initiatives include:

  • Evaluating opportunities to procure electricity from renewable energy suppliers where feasible
  • Increasing the use of low‑ and zero‑emission vehicles for business travel
  • Strengthening sustainable procurement practices by incorporating environmental considerations into supplier selection and contract management
  • Engaging suppliers to support the reduction of Scope 3 emissions
  • Improving energy efficiency across all occupied premises
  • Increasing recycling and resource efficiency
  • Reviewing emerging technologies and innovations that support further carbon reduction

Following completion of the July 2026 baseline emissions assessment, these initiatives will be prioritised, assigned implementation timescales, and monitored against measurable carbon reduction targets. Progress will be reviewed annually as part of our Environmental Management Programme, ensuring continual improvement and alignment with the UK’s Net Zero 2050 objectives.



Declaration and Sign Off


This Carbon Reduction Plan has been completed in accordance with PPN 006 (formerly PPN 06/21) and its associated guidance and reporting standard for Carbon Reduction Plans. Emissions have been reported in line with the GHG Protocol Corporate Standard and the specified Government conversion factors.

This Carbon Reduction Plan has been reviewed and signed off by the Board of Directors (or equivalent senior management) of Prevail Support & Services Ltd.
